What Is It

An investigative analysis tracking how OpenAI's official mission statement has evolved from 2016 to 2024, extracted from their IRS tax filings (Form 990). As a 501(c)(3) nonprofit, OpenAI must file annual tax returns that include a brief description of their mission—a field with legal weight that the IRS uses to evaluate whether the organization deserves to maintain its tax-exempt status.

Simon Willison extracted these mission statements from ProPublica's Nonprofit Explorer and created a Git repository to visualize the changes over time.

What's Missing in 2024

The removal of "unconstrained by a need to generate financial return" is particularly notable given OpenAI's transition to a for-profit structure and multi-billion dollar valuation. The removal of explicit safety language is also significant for an organization developing AGI.

Methodological Innovation

Simon's approach—using Git to visualize changes in tax filing language—is a clever transparency tool that could be applied to other nonprofits' mission drift.

Simon also found similar documents from Anthropic but noted they were "much less interesting" (presumably showing less dramatic evolution).
